There are actually two locations where you could have a leak at that aluminum lower coolant outlet pipe.
1) The paper gasket that goes between the aluminum pipe and the engine block.......and yes, there should be RTV used on both sides of that gasket.
2) The metal TUBE that goes INTO the aluminum pipe, has a FAT O-ring that may be leaking there. The metal tube has a "Collar style end" that a O-ring fits onto, and then the pipe with the o-ring is pushed into the aluminum pipe for the seal there. The metal pipe/tube is known to rust where the o-ring fits onto it.
