The original sending unit has two wires and one is a keyed on hot best I can remember.
Power goes through it and the sending unit is resistance based and that's how to cluster knows how much is in the tank.
Are you missing wires at the tank?
If you and want to run all new wires, you can use a test light at the fuse box and see what is hot when the key is on.
Also there are several wires on the passenger side fender will that are often not used anymore after a weber swap and several are hot when the key is on. So you may can use one of those as well.
Find one using a test light.
