In my neighborhood in Phoenix, a few years ago the city jackhammered all the corner sidewalks, to put in bars in case a blind and wheelchair-bound person came to the corner. I've lived there since 1988 and have NEVER once seen anyone in a wheelchair or blind walking the sidewalks....
