Mrcrowley phew, glad I'm not the only one that doesn't make sense to!
This is from the notes I have from when I rebuilt my suspension. I'd already removed my old torsion bars so I was starting from scratch.
Lift truck - support on jackstands.
Use a jack to adjust the suspension so the upper control arm touches the upper control arm bump stop.
Grease the splines and insert front of torsion bar into mount bracket bracket.
Hold the torsion bar to the transmission cross member and place the anchor mount on the torsion bar at a 47° angle. (this took some fiddlin)

Tighten adjustment bolt until the anchor mount until there's 10 or 11 threads visible between the anchor mount and the top swivel.
Remove jacks, bounce the suspension and measure from center of wheel cap to fender lip. Adjust adjustment bolt until there's 17 ⅕ inches (for reg cab short bed) between the center of the wheel cap to fender lip.
A note worth noting for part numbers.
Wizzy wrench bad - stripped swivel threads - adjustment swivel & bolt UB3934042A swivel, UB3934051 bolt.
After I got things as close to spec as I could I reindexed the torsion bars for a 1" lift.
