Mrcrowley not likely, but like @MazdaMitch and others stated there's no spec. You need to go by feel, really.
I have spent a good 5-10 minutes adjusting them to get them where I like them - all by feel. Additionally, as the new bearings and races break in, you'd want to check them again at some point. There's a good chance they got slightly looser and and you'd want to bring that back into a good state. Again, this is all by feel.
So, to your question about 14 lbs-ft being "right", you have to keep playing with how tight that nut is until the hub feels snug, and there's "no side play" but the hub still turns over with your finger. There's a tool that you can buy that allows you to measure how much torque it takes to turn the hub, but I've never used one, and don't think it's absolutely needed.
